This'd be pretty sick, perhaps an altered version of it would be perfect for Invex. However, would we be replacing GameME with this were it to be implemented?
I don't think it's too bad an idea to have both this and GameME, as the two are entirely different. One is a tier-based system, the other is ladder-based.
For an example - CS:GO's new leveling system (tier-based) and MM ranks (ladder-based).
