I don't think this is a good idea at all.
The !rule command instantly shows people a specific rule which can end arguments about the rules in a quick way without having multiple people start a browser or bring up a motd.
We already addressed the 'spamming' by adding a reasonable delay between each time you use it.
Admins can also look at their console to see if anyone is spamming a rule and punish the properly.
Overall it works fine and is a good feature, why would it be removed for spamming?
If anything, the delays would be made stricter so the same person couldn't use it too many times etc.
I really don't get suggestions like these.
