Removal of the !rule command

I don't know what the current settings are for !rule but maybe have it so one specific rule say !ct 36 can only be done every minute and if its been done within that minute others cannot do that rule until a minute after the first command was done. And a gap between each different rule of say 30s or so. But as it stands it still gets spammed here and there.
