[JAILBREAK] Arrest / warning shot plugins

Would be a nice feature especially for non NAZI lenient wardens like Soona and I. But the point of the gane is to rebel if we already have guns and now we can arrest (even only a certain amount) it would be overpowered. Worth a trial though
