exactly what andi said, bombs are mostly map games and if you order a t to pick up the bomb and he doesnt comply kill him.

so there wouldnt be a need for a CT to touch the bomb the only other reason there would be is if they're secrets that are bomb like low grav bombs then CTs will be tempted to grab it at the start of the round instead of helping warden with the round routine i.e interrogating and getting to the cells before they rebel like on lego
