This is the sort of build I woudl do. Close to your 3k mark but may want to take some cheaper parts if you dont have peripherals.
Pretty standard build. i5 7600k. Overclockable. You dont need i7 unless you seriously thinking about getting into media making(videos etc)
GTX1070. Solid card. the Asus has a high clock speed as well with 8GB vRam. 1080 is overkill and expensive so unless you really want to do
4k gaming or run a HTC Vive I really wouldnt spend the money on it. Rest of its pretty standard. Sweet phanteks case that I want personally.
