I get the merit of the idea however I don't think it works well in practice.
People that do !nextmap probably don't look at the chat much because they have missed the map vote so they will probably miss a public announcement of the next map. Also, coming closer to the end of the map loads more people will be doing !nextmap and (if there is a 30 second cool down) loads of people who don't look at the chat won't be able to read get the nextmap. I mean you could set up different commands but that just confuses thins, isn't really necessary and is just more work for those coding it.
