This won't work in Jailbreak for obvious reasons.
As for surf, SLAM was originally disabled due to constant complaints about SLAM.
It got to the point that people were leaving in groups of 4-10 when someone joined the server and blasted SLAM on repeat for 10 minutes.
Sure you could mute them etc but it got annoying real quickly.
I see a few potential solutions to this.

I see a few potential solutions to this.
Solution 1
- Only trusted players can use SLAM. Lets say 'member+'. If they abuse it, they lose member and will have a hard time getting it back.
- SLAM blocked for everyone else.
- Allow everyone to use SLAM
- If an admin is on the server, it is up to them to mute people who break the SLAM rules (i.e. what ev0 suggested with a 80% vote being required).
- If an admin is NOT on the server, server will automatically start a vote once SLAM is detected ("Byte is playing with SLAM. Mute?"). Players then vote whether or not the player should be muted for mic spam. If the vote goes through they get 15 minutes of SLAM immunity etc. Otherwise SLAM is blocked.
- Allow everyone to use SLAM and monitor what happens
- Probably worse option that will lead to spam, earrape and annoy the players
Overall, could leave this suggestion up for discussion but its not priority.
