Store Tag Suggestions

First please use the tag suggestions thread;

secondly it isn't possible to just assign the tag + perms to a certain person. I'm not willing to make a special/personal group for specific users to have that tag as it will be a hassle to constantly update and monitor it. Admins should currently be handling the music issue, if an admin isnt on the rules page is to be followed.
