Basically you lose your cross hair whilst holding out an awp, and since its 100% awp accuracy on surf, individuals that surf normally put a little ball of blue tack on their monitors where the crosshairs would normally be. This allows them to have a "makeshift" crosshair, giving them an advantage with noscoping on surf.
