I feel changing to 240 minuets wont do too much, its just not too big of a difference, I think the best way to deal with it is for admins to punish those who do it wrong, its an easy an effective way for people to get the idea and then they too can spread the word that people who are also are doing it wrong. But the extra time required for them to become ct may work +1

Itll be worth a shot and the tutioral will give them the rules in a better way then just getting linked by some people in chat or going onto forums.
