Yeah its basically what Forgotten said.
You have to give an order telling the prisoners to leave cells by 12:00.
Now they can leave after 12:00 but you can't say leave at 4:00 for example as that is mass delaying.
However, if you give no orders to leave cells by 12:00 its a freeday.
Also I'd say its common sense/delaying to tell prisoners to re-enter cells after they leave.
Technically its allowed but only if there is some sort of game happening involving cells (like find the empty gun game) etc.
Otherwise, its just delaying.
Overall I think rule wording is fine.
