I guess the special day way could be reworked but to be honest, there isn't really anything wrong with it. I've got some suggestions of reworks and here they are.
1: One of every type of special day, CT's still choose but it would lead to a variety of special days, e.g 1 warday, 1 TDM, and 1 HG (I believe this idea has been denied before but going to bring it back up anyways.)
2: CT's Choose 2 of the special days then a vote is made for one of them for all to vote for, This would give some options for players so they can choose what they want for one of the special days.
3: Always voted special days, warden selects "special day" option and it freezes everyone, Then a vote is made and what ever special day wins is what happens. A lot of cons with this idea though is.
Cons:
- Popular special days will only be played (barely any Zombie/Wardays which looses the variety features)
- Like mentioned above some special days will die out, like unpopular ones.
