This rule was made due to an unfair advantage against the person who was already boosting in jail. The player who fell in first can't do much in this situation.
I too have started enforcing this rule throughout the server as other admins have. I think it's a good idea to start warning people of this rule, as many people have decided it does cause an unfair advantage, and so is most likely being added to the surf rules thread.
The difference for dust 2, is that the jail is used for a boost, as there are no other boosts on the map. So falling into jail is a common thing people do to get speed. On Ski, you don't see someone constantly falling into jail on purpose.
Just try not to shoot into jail while boosting on dust 2, just makes things unfair
