Command to Mute Dead Players

This is already a thing on surf/1v1.

//Self mute dead players
sm_sm @dead

//Self unmute again when round starts
sm_su @all

If I recall correctly, adding self mute to Jailbreak broke something?
I believe it is priority speaker.
Imo we should add self mute back in on Jailbreak, see what it breaks then work on fixing that.
