editing ctbans

This is not a bug.
The server only updated the CT bans in the database once per map change (or if player disconnects from server) for efficiency reasons.
Also this command is kinda buggy and is now removed/blocked.
No one should use it. If you need to change a ban, get the JB head admin or a staff member to do it.
Otherwise, make sure you give out the original ban with a fair/correct time.
