imo the LR options are simply templates, not predefined games that you have to follow
the LR you choose just sets the guard and the prisoner up for whatever they want to do. If the prisoner wants to do a gun toss they'd obviously choose the guntoss "template". if the prisoner wants to do a map game, they might choose the knife fight "template", or the race "template", with the end beacon at the end of the map game. There is no such thing as a custom lr, since there is no rule that suggests you have to follow exactly what the lr you choose is called. the prisoner almost always has to give rules to an lr, which is essentially "custom" already.
according to the current rules, the prisoner has complete freedom to do whatever game they want. nothing says they can or can't do a "custom lr" (even tho there is no such thing imo)
obviously a ct can deny an lr, only if it's completely unfair. you dont see ct's denying a guntoss if the prisoner says "gun out at all times" which could be seen as a "custom lr" since the guntoss "template" doesn't have predefined rules
