The last couple days being on jail break i've noticed a lot of the time. A rebel will ask for come back, However due to the large amounts of talking they do not hear or they can not hear the warden.

A small easier fix could be.

Rebel types !pardon

A menu then pops up for the Warden

(Name) Has request a pardon & Wishes to rejoin prisoners.

1. Pardon
2. Declare KOS

Once the Warden has made his decision it will then Print into all chat.

The warden has Pardon (Name) for rebelling, He is now free to join the prisoners asap.

or

The Warden has declared (name) kos for his rebelling, Guards can shoot on sight.

I feel like this would definitely fix the favouritism when EVERYONE calls out "Can i be forgiven?"

+1 great idea but maybe it's optional so if the warden would be able to hear you, you don't have to use the command you can use the voice chat.

Too spammy.
Warden already has to use warden tools menu, more pop ups (and if spammed) would be painful.
If you rebel expect to be killed unless the warden forgives you.
