Look @"Jubbimo", love the effort but it's not needed.
Like Squidward said it comes under common sense and if someone takes a massive leap and starts doing the order, obviously that's not a step right.
But if someone comes out a little bit further than others, e.g takes 3-4 medium steps in stead of one, obviously you wouldn't shoot him.
Overall, if the prisoner is nitpicking and walks have way through main cells and then does the order, feel free to kill them.
But if they go a little bit further out than others,that's when it becomes a free kill.
