What would a Role model Admin do in these situations?

So say there is TerroristA,TerroristB and Terrorist C along with Counter-Terrorist X and Counter-Terrorist Y left in the round.
CT X Freekills A, A uses "@" to tell the admin that he was freekilled. What should an admin do if he hadn't seen this in action? 

I think that a role model admin should confront this issue by asking the offender and the victim by asking what has happened and hear both of their stories. Often, both side would tell some bunch of nonsense. In this case, the victim should be told that he confront the issue along with the evidence on the forums. 

From my experience, The admin just said that he did not see it and ignored it. He didn't ask what happened nor ask the offender the reason he Killed for. It didn't happen once or twice, but about a dozen times in few maps and not once did he actually take actions against this offender. I will not reveal the name of this admin for now. However, If he does read this, I ask that he stops being a so ignorant.

If admins didn't see it they can't do nothing. People may lie in their side of the story, so I don't know if asking people is plausible. And witnesses may be bias as well.

A role model admin would take the time to talk to both players about it unless they already have certainty that it took place despite not seeing it, which usually isn't the case. I particularly like when players have proof of something happening or not happening, because when I can actually see footage I don't have to estimate who's telling the truth.
I always talk to the reporter or the offender at the very least, and I gauge how trustworthy players are when they report things to me over time.
It's very easy for a player I consider very trustworthy to quickly drop in how reliable I consider their word to be in situations like this, but that's beside the point.
I never, ever ignore reports - even if a player I despise and don't consider trustworthy or truthful at all reports something to me, I will always investigate it as I would for any other player. Playing favourites isn't fair, and admins shouldn't be doing it.

An admin who is doing his job properly
If someone says someone got free killed an admin did not see it
He may not punish him as it may be a false accusation
The admin should add you and discuss the problem
An admin should more often than not go into spectator and look over the suspect and see if he breaks more rules
If the player can provide evidence the admin should assist that person in making an abuse report that the person may be punished
