all these alive people are delaying. They have been told to slay multiple times.

Wrong section if this is meant to be an abuse report but yeah, its not a serious offence.
How did this happen exactly? When there are 0 CT's the round should end? Unless if its a FFA or something where the game ends when there is only 1 T left.

Clouds? It looks as if it was the start of a new map, and nobody joined the CT team, but someone got out of cells and went into climb and opened up cells. They then went and did whatever they wanted and didn't slay.
That's my prediction, EDIT: Yeah, 12 rounds left, it was the start of a new map, the round would've ended if all the guards died/left, but nobody bothered to join CT within 30 seconds of the round starting and it went on as if it was a normal round, but without guards.
