(Personally i'd +1 you although I haven't been on JB in like a month, going to be on soon though, this decision is coming from the community + current admin team).

The main reason is your overall behaviour is average but your recent behaviour has been great.
Your playtime is fine but people want to see more of the same behaviour continued and then I feel you are a very good candidate.
In my opinion 2 weeks should be fine before reapplying if you feel you are ready.
