[JAILBREAK] Remove no one can speak when wardern speaks (JB)

Okay so first of all, the talking over warden is a huge issue for the warden trying to give orders and not so much for T's.
The current problem with the plugin is that the warden can cut people off which is annoying for the T who got cut off.
I don't like giving people admin-like powers through WP so there will never be a WT mute function or anything like that.

Also everybody here is saying add the option to !wt to toggle on the warden priority speaker functionality but I see that as being pointless.
People will eventually spam and cause the warden to hit the toggle at the start of each round.
That being said its probably a better solution that the one we have now.

Also the make it so only 3 T's can speak at a time is a good idea but if they hot mic for a long time then that could block out some T's completely but that shouldn't happen.

Okay we have now added it as an option to !wt.
Lets see if this improved the situation.
