Just because it is there doesn't mean its added, the button was/is there for when they tested it at Dreamhack Pro on the 29/11/17, it was then re-enabled 3 weeks ago to again do further private testing between devs and testers. Epic Games has not released a date or even remotely hinted at when it will become public or even remotely public (what I mean by remotely public is its only available for streamers to host, like PUBG). But for now nobody apart from members of Epic Games can play custom matchmaking.
