JB - Able to join CT when join

Seems to be a bug where anyone can choose CT when they join the server regardless of what the ratio is
This was when the map changed to peanut on first round



Not sure of the exact circumstances as it only just came up, will look more into as it continues to happen.
The plugin seems to sort the ratio after round end however. (Unless other admins swapped them as i was alt-tabbed making this.

Happened map before too, People can just join the server and go straight to ct bypassing !guard

What exactly was the cause?

I actually don't mind this to be honest, if nothing else was broken, having equal numbers on the 1st round of every map is fine (since there is a suggestion to make the first round a explore/play map games/FFA after a couple of minutes day).
