Had to reset server. Every round and across maps it was spawning everyone with 1HP. Setevent to normal and it still spawned everyone with 1HP.

Not sure. I jumped on and saw it like that. No one at the time had perms to activate it

Yeah that was me, I !setevent to decoy round because everyone wanted it, so maybe its only !setevent not !voteevent, Idk

Okay I think I fixed this via an EventMod update.
