D17 is only a definition, not a rule.
But I guess its a little unclear, for some reasons I didn't think of rebelling when I read 'not following orders'.
I'm not too sure what the best solution is:
- Allow warden to pick who they want to forgive (absolute control), OR
- Warden has to forgive all that did the same crime (i.e. if they forgive 1 person who didn't button freeze, they must forgive all who didn't button freeze)
