New T Playtime Requirements

We can modify the time required as needed.
Stats are still being tracked past 60 minutes so it won't be much of a hassle.

So are there many new inexperienced guards?
The main reason this plugin was added was to stop completely new players (or people who join only to freekill) as they aren't going to play 60 minutes only to join CT, mass freekill and be banned.

Also keep in mind that some players who join might already be good at Jailbreak and know all the rules and making them wait longer might bore them and encourage them to leave so it can't be super high.
