Is this static noise on your end or is it heard by EVERYONE if its not heard by everyone it is your client side settings, Check voice_scale (number) and see what number that is higher than 1 and the sounds become staticky. Also check volume (number) and again higher than 1 and the sounds become distorted/staticky. It may also be your headset.
