It looks like that map has a 'ammo refill' feature where every 30 seconds people in armoury get full ammo.
The spawner is handled properly but if you just afk in armoury you'll eventually get a full mag.
Anyway removed the 'ammo refill' feature form the armoury as its unneeded.
Will mark as solved but more testing would be good (should be fixed though).
You can test by being CT, shooting any gun instantly when you spawn (and if it refills ammo within 30 seconds its still bugged).
