Will they be able to accept/decline admin applications and put them under review, as they're basically head of that server?

Forgotten I think they have the same perms as G-Admin though only for that server. As you know Byte and the other staff make the decision (I think) on whether the application gets accepted or not. Not the G-Admin that put it under review.
