[COMBAT SURF] Clarification

+1 I know surf rules are being refined at the moment, however the current rules urgently need clarification. Most players are not aware of the new rule which leads to telecamping / jailcamping and the !rule command being broken does not help. Admins enforcing these rules are obviously not enough as players may play during different times to the admins leaving many players unaware as to what rules they are breaking. The rules are also very vague and leave many players confused as to what is a tele / jailcamp and what is not and needs clearing up to ensure that the players are not breaking rules, this will ensure that everybody will have a more enjoyable time playing surf
