[COMBAT SURF] Make selfmute carry over map changes

+1 really good to add so you don't have to keep sm'ing someone after a map change, although if this is implemented could we also implement something to bring up a list of people you have self-muted (unless it shows up in chat already) because most people only !sm someone if they are being annoying one map and don't worry about su'ing them as it doesn't carry over maps, most people would forget that they sm'ed a certain player and would forget to !su them unless they areold to !su the player by somebody else.
