First of all if admins aren't on this can't happen.
Admins won't always be able to know if a kill was a freekill or not.
They can't just respawn you if you say "I got freekilled".
One option that is possible is a plugin that allows a CT to do !freekill.
Once they do a menu will show up with a list of all T's they've killed in that round (that are currently dead) in the last say 30 seconds (or minute).
Then, they can check/uncheck all the T's they happened to freekill (in case there were multiple ones).
Finally, they press confirm, all those T's are respawned in their last location and the CT is slayed.
