EDIT: Vinyl suggested that freedays should just not count towards special days so that they're not used so quick, and a freeday is it's own seperate day. I want to make this the new topic of the thread, as it was pretty obvious I was implying about freedays being the main cause of this problem anyway. If you would like to read the OP, keep on reading.
Any Special Days within the first 3 rounds shouldn't count.
I believe this should be implemented in Jailbreak, because the first few rounds, where everyone wants to be a prisoner and the CT:T ratio (1:3) is unbalanced, the Warden knows that the CTs can be easily rebelled against and instantly calls for a freeday. Everyone jumps out of cells and starts knifing all the Guards and the Warden and the round is easily won.
Then there may be a moment later in the game, where the Warden is sick of just commanding the prisoners around, and wishes to call for a special day of their choice (Hide and Seek, Hunger Games, Freeday etc.), and then an admin stops them and says the person can't, because the limit of two special days was used earlier.

- Make the first couple of rounds with Special Days not count as Special Days (if the ratio is unbalanced)
- Have admins balance the ratio and then restart the map score (Grom told me there's no command, but I think it should be easy to code a command similar to "mp_restartgame 1" or just give admins permission to use that command in console)
- Have each Warden only have 1 special day each instead of 2 per map across all Wardens.
I don't know if any of this can be implemented (it is just a suggestion after all).
