Round still goes on without CTs

so i've seen this happen lately, if there are no players on ct side the round should end but it doesn't the round goes on till someone swaps to CT and sometimes this doesn't even work, People swap to CT side but just die and the round doesn't end and people have to just end up slaying, People end up not listening to what you say and they delay by walking around the map playing games.

It's not that big of a problem when admins are on, since they can just slay everyone. But when there are no admins it ends up being an 8 minute round with all prisoners still in cells. Maybe make it so the server checks if there are no CT's for 60 seconds, and then it slays all players?
