I agree with asriel, it's fine how it is now. It's not realistic to have 5 people on a bombsite and 5 people retaking (unless youre C9 vs Fnatic Faceit Milan), and its not even realistic how it is now, I wish there was 3 on site and 4 retaking, but then too many people would have to wait.
